Multi-Tiered System of Supports
Carver utlizes, as does Norwalk Public Schools, the Scientific Research-Based Interventions (SRBI) framework’s three-Tier system to teach and support our students.
A Multi-Tiered System of Supports (MTSS) is a comprehensive framework comprised of a collection of research-based strategies designed to meet the individual needs and assets of the whole child. This widely used approach intentionally interconnects the education, health, and human service systems in support of successful learners, schools, centers, and community outcomes. The framework provides Carver and schools with an efficient way to organize resources to support educators in the implementation of effective practices with fidelity so that all learners succeed.
Tier 1 represents the general education core curriculums, instruction (including differentiation of instruction), and social-emotional learning and behavioral supports. Tier II involves short-term interventions for students experiencing difficulties who have not responded adequately to the Tier I core curriculums and differentiation of instruction. Tier III involves more intensive or individualized short-term interventions for students who fail to respond to Tier II interventions. Individual students may function in different Tiers at the same time.
For example, a struggling reader may require Tier II or Tier III intervention in reading but may function well in mathematics in Tier I, with no additional support required in that area. Over time, students may move back and forth across Tiers. For example, a struggling reader who initially responds well to Tier II instruction in phonics may eventually fall behind again in reading due to more comprehension-based difficulties and may need to receive Tier II or even Tier III intervention involving comprehension.
Some fluidity of movement across Tiers can also be expected due to changing academic expectations and demands across grade levels.
