Measurement & Evaluation

Carver has Data Sharing Agreements with our partnering schools and school districts. Our Manager of Monitoring Evaluation & Learning is responsible for all monitoring and evaluation activities and synthesizing findings. He develops mechanisms for organizational learning; oversees the design, maintenance, and refinement of all data collection and reporting tools, and cross-cutting programmatic information management.

All data is used to improve core after-school and summer curriculums, differentiation of instruction, and adjustments to interventions. We share non-confidential data with others, including Norwalk ACTS, our local collective impact agency.

Our Manager of Monitoring Evaluation & Learning is located in the Norwalk Public Schools Central Office to facilitate relationships and efficiencies with the district’s administration and technology staff. The manager receives volunteer advice and guidance from senior professionals in the fields of measurement and evaluation. We also have part-time data coordinators for each of the schools.

Carver tracks after-school student progress during the school year with the support of the CT State Education Department endorsed APLUS System evaluation software, and the Linkit and PowerSchool software systems utilized by Norwalk Public Schools. Part-time data coordinators work with individual schools.

We collect data from pre-tests and post-tests and district assessments to determine student skill sets and knowledge base specific to reading, math, science, critical thinking skills, and creative expression. Report cards, scientific research-based intervention program assessments, observations, and performance on standardized tests assess student performance.

We administer student and teacher surveys. Parent meetings address issues, concerns, and opportunities. In addition to the Carver Board of Directors oversight and regular Carver staff meetings, Carver receives crucial feedback from both private foundation site visits and periodic state audits.
